10月1日2日「双葉地方におけるダイアログセミナー」開催のお知らせ/Announce of the dialogue ”The rehabilitation of living conditions in the Futaba region", 1-2 October

2016年10月1日・2日(土・日) 川内村 いわなの郷体験交流館にて、「双葉地方におけるダイアログセミナー」が開催されます。
On 1-2 October, ”The rehabilitation of living conditions in the Futaba region" will be held at Iwana-no-sato Community Center, Kawauchi village.

福島のエートスも参加いたします。
Ethos in Fukushima will participate in this dialogue.
1日午後、2日午前には、ワーキンググループセッションが開かれます。1日目午後は帰還について、2日目午前は、除染・廃棄物について議論する予定になっています。
Working group sessions will be held in the afternoon of the first day and in the morning of the second day. The main theme of the first-day session is returning home, and that of the second-day are decontamination and waste management.

川内、広野、楢葉、葛尾の双葉郡、あるいはそれ以外の避難指示が解除された各地域、そして、これから避難指示解除が予定されている各地域の皆さま方で、参加をご希望される方は、 ethos.fukushima@gmail.com までお知らせ下さい。

飯舘村の今を、見る、聞く、話す、語りあう、未来をともに考える/To see, listen, talk and discuss the present of Iitate Village and think the future together

東京電力福島第一原発事故で全村が避難区域に指定された飯舘村。2017年3月末の避難指示解除を控え、帰村準備を進める村人がいる。彼らは事故と避難で何を失い、何をふたたび取り戻そう願っているのか、そして、どんな未来を生み出そうとしているのか。
In Iitate Village, which its whole territory has been designated as the restricted area after the accident of TEPCO Fukushima Daiichi NPP, there are villagers who are preparing to return with the lift of the evacuation order planned on the end of March 2017. What they have lost in the accident and evacuation, and what they desire to reclaim again? What kind of future they are going to create?

飯舘村の今を、見る、聞く、話す、語りあう、未来をともに考える。
Let us see, listen, talk and discuss the present of Iitate Village and think the future together.

ARPS2016への参加/Participation in ARPS 2016

2016年9月11日から14日にかけて、南オーストラリア、アデレードで開催される ARPS2016 Conference に福島のエートス代表安東量子も参加いたします。
Ryoko Ando, representative of Ethos in Fukushima, will participate in the ARPS 2016 Conference which will be held on 11 - 14 September 2016 in Adelaide, South Australia.

安東は9月14日(水)に発表予定となっています。
Ando will make a presentation on Wednesday 14.

福島の現状に加えて、東京電力福島第一原発事故後に、当局が定めた規制が住民生活にどのような影響をもたらしたかについて発表する予定です。
In addition to the current situation in Fukushima, it will be introduced how the regulations set by the authorities affected to the lifestyle of residents in the presentation after the accident of TEPCO Fukushima Daiichi NPP.


招請くださいましたEPA(南オーストラリア州 環境保護局)、渡航にあたってご協力くださった皆さまに心から感謝申しあげます。南オーストラリア、アデレードでお会いしましょう。

On 9-10 July 2016, Iitate Follow-up Dialogue Seminar was held in Iitate Village.

目的(プログラムより)/ Objective (from the program above)

2013年7月の第6回ダイアログセミナー、2014年12月の第10回をはじめとし、飯舘村の方たちには、これまで開かれたICRPダイアログセミナーへ積極的にご協力とご参加をいただいてきた。
The inhabitants of Iitate Village have been positively cooperating with, and participating in the 6thand 10thICRP dialogue seminars that were held on July 2013 and December 2014 respectively.

東京電力第一原子力発電所事故から5年が経過し、政府は、来年に飯舘村を含めた帰還困難区域を除くすべての避難指示解除を予定している。
Five years has passed since the accident at Fukushima Daiichi Nuclear Power Plant. The Japanese government has plans to lift all of the evacuation orders with the exception of difficult-to-return zones, including Iitate Village.

飯舘村でも、避難中という困難な状況の中、さまざまな問題に対処、克服するために、粘り強く取り組みを積み重ねられてきた方たちがいらっしゃる一方、それらの状況が広く共有されづらい状況となっている。今回、飯舘村での、現在の状況を共有する場として、飯舘村フォローアップダイアログセミナーを開催することとした。
There are many strong people in Iitate Village who have been making great effort to deal with and overcome various problems during this arduous period. It is, however, sometimes difficult to share these experiences in an open environment. Therefore, it was decided to hold the Iitate Village follow-up dialogue seminar to discuss the current situation in the village.

参加者は、ダイアログセミナー参加後の状況を共有する場にしたいという観点から、過去にダイアログセミナーに参加していただいた方にお声がけすると同時に、村内の多様な状況を可能な限り汲み取るために、あらたな方の参加も歓迎する。
Past participants are encouraged to attend this dialogue in order to share their experiences from the last dialogue up until the present. New participants are also welcome to attend the seminar in order to understand different situations in the village.

飯舘村の皆さんに現在の状況と将来について共有する機会としてご利用いただければ幸いである。
It is hoped that this dialogue seminar will be useful for the inhabitants of Iitate Village to share their stories and plans for the future.

7月9日/9th July

7月9日は、飯舘村村内6カ所の見学を行いました。
ご協力いただいたのは、佐須地区の菅野宗夫さん農場、関根・松塚地区の山田猛史さん農場、宮内地区の菅野元一・クニさん宅、比曽地区の汚染土の埋設と水質への影響実験現場、特別養護老人ホームいいたてホーム、大久保・外内地区の愛澤文良さん宅の6カ所です。
On 9 July, we've visited six places in Iitate Village; Mr Muneo Kanno's farm in Sasu Area, Mr Takeshi Yamada's farm in Sekine-Matsuzuka area, Mrs Kuni and Mr Motoichi Kanno's house in Kusano area, the experimental site in Hiso area which is investigating the water quality effect of the buried contaminated soil, special elderly nursing home "Iitate Home" and Mr Fumiyoshi Aizawa's house in Ohkubo-Yosouchi area.

1カ所目の菅野宗夫さんのお宅では、大学・研究機関などとの協働事業についてのお話しを伺い、様々な条件での実証栽培がされているハウスを見学しました。
At Mr Muneo Kanno's farm, we've listened about the cooperative projects with universities and research institutes, and then visited greenhouses where experiments in various conditions are being conducted.


これらの実証栽培はすべてデータが取られ、蓄積されていっています。
All these experiments have been recorded and the data have been accumulated.

またご自宅の側では、稲の栽培の実証栽培も行われていました。
これまでの稲の実証栽培では、基準値よりも遙かに低い数値しか検出されていないものの、山林の除染が終わっていないため、田に再び山林からセシウムが流れ込むのではないかという懸念が住民の間では高く、稲作の再開については、なかなか踏み切れない人が多い、という話を伺いました。
Besides his house, experimental rice culture has been done. In such experimental cultures done so far, much lower values than the limit were detected. However, the concern is strong among inhabitants that cesium from the forest could flow into rice fields again since the decontamination of the forest has not been completed. Because of this, he told us that many people are hesitant to restart rice cultivation.

宗夫さんのお宅を拠点として集まった県外各地からのボランティアの方が「ふくしま再生の会」として、村内各地で測定、除染実験、実証栽培などなど様々なご活動をされているとのことです。
And he told us that the volunteer group "Resurrection of Fukushima", gathered from other prefectures and are based on his house, is engaging in various actions across the village, e.g. measurements, experimental decontamination, and substantiative cultivation experiment.


山田猛史さんは、これまで水田であったところを、除染後、牛の放牧地にする予定にされています。
Mr Takeshi Yamada is planning to convert former rice fields to pasture land after decontamination.

現在、山田さんが作業されているのは、環境省による農地除染の対象外になってしまった田の畦の土を土壌下に埋め込む作業です。
Currently, he is working on burying furrow soil of the rice fields under the deep earth layer where were left out of the official cropland decontamination.

農地法の区分では、田の畦は「農地」に分類されないそうなのですが、放射線の測定結果を見ると、除染していない畦の部分だけ明らかに高くなっています。しかし、牛を放牧した際に、牛に「畦の草だけは食べるな」と指導するわけにもいきません。どれだけ交渉しても、畦の除染はしてもらえなかったため、畦の上に防草シートをかける、あるいは、畦土を深く埋め込むという対処方法をとることにしたとのことです。
It is said a furrow does not be classified as cropland according to the Agricultural Land Law. However, measurement results clearly show higher radiation reading on the undecontaminated furrow area. He can't force cows not to eat grass on furrows while grazing, and officials won't decontaminate furrows even how eagerly he negotiated, so he decided to cope with this problem by covering furrows with weed-proof sheets or by burying the soil deeply.

9月からは実証放牧を開始し、牛の体内にどの程度セシウムが取り込まれるか、慎重に確認しながら、放牧を進めていく予定とのことでした。
水田を放牧地に転換するというアイデアは、避難指示解除後も、稲作を再開する人は少ないため、広い農地を荒らさずに
管理するためには放牧が最適だという山田さんのアイデアによるものです。
He told us that he will start trial grazing from on September, prudently confirming step by step how much of cesium will be taken into the body of cattle. His idea to convert rice fields to pasture land is based on his thought that it is the best way to reserve vast cropland preventing from desolation since there would be few people to resume rice cultivation even after the lift of the evacuation order.

関根・松塚地区では、これ以外にも、メガソーラー発電、ハウスによる花卉栽培が行われる予定です。
Other than this approach, a mega solar power plant and greenhouse flower cultivation are planned to be operated in Sekine-Matsuzuka area.

菅野元一・クニさん宅では、除染で伐採された「イグネ」(家の裏に植えられた杉)を使ったご自宅のログハウスを見学しました。
Then we've visited Mrs Kuni and Mr Motoichi Kanno's log house, which is built with "Igune" (cedar trees which have been planted in the backyard of each house) hewed down through the decontamination.

元一さんが生まれたときに、元一さんのお父さんが植えたイグネの杉は、除染の時に切り倒されて、使い途もなく放置されているだけでした。
Igune logs, which were once planted by Motoichi's father when Motoichi was born, had been left unused since they had been hewn down in the decontamination work.

元一さんクニさんご夫婦は、この杉をなんとか活用したいと考え、材を詳細に測定したところ、基準よりも遙かに低い検出値でした。協力してくれる業者さんを見つけ、この杉を用いて作ったのが「縦ログハウス」です。(壁面はすべて杉材の柱です。)
The couple hoped to utilize these logs in some way, and they measured the logs minutely. The result was far below the standard value. So they decided to build this "vertical log house" using the logs, with the cooperation of a builder. All the walls are made of cedar logs.

建築計画中に、自分の家の除染で伐られたイグネも使って欲しい、と申し出てくれる飯舘村の友人の方もいらしたそうです。お邪魔したときには、一本一本の柱がどこのものなのかわかるように付箋がつけられていました。
While planning, a friend of them in Iitate Village had offered to provide Igune logs which were also hewed down by the decontamination of his house. When we've visited, there are tags on each log to identify where it comes from.

元一さん・クニさんは、この縦ログハウスを、飯舘村の復興のシンボルのひとつにしてほしいと仰っていました。
They told us that they hope this log house will become one of the symbols of the reconstruction of Iitate Village.


続いて訪れた比曽地区では、汚染土の地下埋設と水質への影響実証実験現場の見学をしました。
In the next, we've visited Hiso area to see the experimental site which is investigating the water quality effect of the contaminated soil buried underground.

比曽地区の中心となる農地には、除染廃棄物が行き場のないまま、うずたかく積まれています。この実験は、こうした廃棄物を地下に埋めた場合の影響を調べるために行われました。
On cropland which is the center of Hiso area, decontamination wastes are piled up high having nowhere to go. This experiment was conducted to investigate the consequences in the case that such wastes were buried underground.

標高の高い飯舘村は水源地域となっているため、下流の地域の人たちから飯舘村から放射性物質が溶け出して流れてくるのではないか、との懸念が強くありますが、この実験では、そうした懸念に応えることもできます。
Since Iitate Village is located at a high altitude and is a water source, so there is a strong concern from people living in the lower reaches that radioactivities could dissolve out into the water from Iitate Village.

この実証実験によって、仮に汚染土を埋設したとしても、土壌の水質にセシウムはほとんど溶け出さないことが明らかになりました。
This experiment can also give the answer to such concern. This substantiative experiment has shown that the cesium will hardly dissolve out into the water even if contaminated soil is buried.

比曽地区の取組と課題については、翌日10日の岩瀬広さんの発表に詳しく述べられています。 Issues and activities in Hiso area are discussed closely in Mr Hiroshi Iwase's presentation made on the next day.

比曽のお宅で、イグネの除染除染実証が行われていることも紹介されましたが、ここでも、環境省の除染方針が杓子定規で現地の要望や実態と合っていないことが、大きな障害となっていることが指摘されていました。
At a house in Hiso, it was introduced that Igune decontamination examination is underway. Here it was also pointed out that the divergence between the hard-and-fast MOE decontamination policy and the local demands and reality has become a major obstacle.


特別養護老人ホームいいたてホームは、2011年5月に飯舘村が計画的避難区域に指定された際も、特例によって、村内に残り続けたホームです。
Special elderly nursing home "Iitate Home" has stayed in the village as an exception of the whole village designation as the Planned Evacuation Zone in May 2011.

地震が起きた際のホームの様子を写真を交えて三瓶政美施設長からお話しいただきました。 Mr Masami Sanpei, the head of the home, introduced the situation when the earthquake occurred with some photos.

停電の中、職員の方も必死に助けあいながら、介護を続けたこと、ホームの線量を十分に測定し、避難するほどではないと判断し、入居者の方の負担を第一に考え、村内に留まり続けることを決断されたそうです。いいたてホーム以外の避難区域の介護施設の入居者の方たちが、受け入れ先を探して、どれほど長距離を転々と移動しなくてはならなかったのか、図で示しながらご説明いただきました。
In the midst of the blackout, the staff struggled to continue the caring by helping each other. Measuring dose rate all around the home, they judged it is not necessarily needed to evacuate and decided to stay in the village considering the burden on the patients first. He explained with illustrations how people in other nursing facilities in the evacuation zone were forced to move from place to place for a long distance to find their accommodation.

震災時には100人を超えていた入居者が、現在は38名まで減っているそうです。震災後の写真を見せていただきながら、ここに映っている方は、皆さんもうお亡くなりになっています、とお話しされていました。
There had been more than 100 people living in the home at the time of the disaster, however currently there are 38 people. He told us showing photos taken after the disaster that many people in the photos have been already passed away.

避難指示解除後については、職員の人手不足によって、デイケア・ショートステイなどの短期入所サービスが再開できる見込が立っていないこと、また、現在義務化されている非常時の避難計画策定について、避難が事業者負担となっており、負担が非常に大きいことなどの課題についても伺いました。
He also addressed some issues after the lift of the evacuation order. One of them is that currently there is hardly any prospect to restart short-term services, e.g. day care and short stay, from the manpower shortage, and another is that regarding the mandated formulation of an emergency evacuation plan, there is a heavy burden of planning evacuation which is determined to be carried out by each business operator.


9日の最後に伺った大久保・外内地区の愛澤文良さん宅です。
At last on the day, we've visited Mr Fumiyoshi Aizawa's house in Ohkubo-Yosouchi area.



大久保・外内地区では、福島大学・新潟大学と協力して、地区の取組として、除染前から線量測定を行ってきて、その結果も共有してきました。将来をどうするかは個々の判断ではあるけれど、前提として、きちんと自分たちで確認する必要がある、という認識で、行政区の区長さんたちが主体となり取組を続けてきたそうです。
Ohkubo-Yosouchi area has been taking on dose rate measurements as a project of the area from before the decontamination, cooperating with Fukushima University and Niigata University, and the results have been openly shared. Individual decisions for the future are respected, however as a premise, the situation should be properly ascertained by ourselves. This is the common understanding of the headmen of each self-governing divisions, and they have led the activities.

避難指示解除後の課題については、農業を再開しても生計を立てられる見込がなかなか立たない、という厳しい現状の中、5年先10年先を見据えて、どのように農地を維持管理していくかが重要である、と言われていました。農地の維持管理とは、具体的には、夏場の雑草をどうしていくか、ということが主になります。現在は、ソバなどの代替作物の生産についても研修を続けられているそうです。
Regarding the issues after the lift of the evacuation order, it was mentioned that the important thing is how to maintain and manage the cropland looking toward 5 to 10 years ahead under the tough situation which one can't prospect to make a living by resuming agriculture. Concretely speaking, the most important point to maintain the cropland is to control weed grown rampantly in the summer. Currently, the area continues the training for the production of alternative crops like buckwheat.


7月10日/10th July

10日のダイアログでは、まず、午前中に以下の発表が行われました。
In the dialogue held on 10 July, at first, the following presentations were made in the morning.

午後のダイアログには、1日目の視察にご協力いただいた皆さんの他に、若い方たちにも加わっていただきました。
In the afternoon dialogue session, some young people have joined the discussion in addition to the people who attended to the visit trip on the first day.

避難指示解除後の帰還と、地域の復興に対して前向きな比較的高齢層の方たちがいらっしゃる一方で、若い世代は、多くの方が福島市内に新居を構えられている、帰ろうという声は少ない、ということ、また、現在の飯舘村出身であると胸を張っていうことができない、などという意見が出ました。
There were relatively older people who have a positive view for the return after the lift of the evacuation order and the area rehabilitation. On the other hand, opinions from young generations were heard, such as many of them already have built their house in Fukushima City and few still say to return, and they can't have the pride to be from current Iitate Village.

また、自分自身の人生設計や村、家のことを考えた時に10年20年といった長いタイムスパンが必要であるにもかかわらず、すぐに帰還するか、しないかといった判断を迫られている現状に対して、若い世代がもつ苦悩も語られました。
Furthermore, afflictions of young generation were told for the situation they are urged to decide immediately to return or not, withal it should be contemplated in a longer timespan of 10 to 20 years for their own life plan, or for their Village and families.

これに対して、会場では、若い人が誇りを持てる飯舘村にするにはどうすればいいのか、押しつけではなく自然と帰りたいと思える村にはどうすればいいのか、といった観点での議論が行われました。
In response to these opinions, discussions were held in terms of what the Village can do to make itself which young generations can take pride in, and which they can spontaneously want to return to.

9日の見学に際しては、飯舘村役場の担当者の方、そして、スクールバスの運転手さん、助手さんには、大変お世話になりました。地理を熟知している地元の方ならではのきめ細やかなご配慮なしには、タイトなスケジュールの中、スムーズに見学を進めることはできませんでした。
We really appreciate the cooperation on the first day of the staff from Iitate Village Office, the school bus driver and the assistant. Without their careful consideration as local residents familiar around with the village, we couldn't carry out smoothly this visit trip with such a tight schedule.

また、村役場本庁舎移転前後という非常にお忙しい時期にもかかわらず、親切にご対応くださった村役場の方、そして、2日目の会場となった「きこり」の皆さまにも心から御礼申しあげます。きこりが営業再開をした際には、ぜひお伺いさせていただきたいと思っています。
And we would like to express our gratitude for the cooperation of the officials of Iitate Village, even though currently they are so busy to relocate the village office, and the staff of the "Kikori", the venue on the second day. When Kikori reopens its regular business, we'd like to visit again.

Let us also take this opportunity to apologize for our own inadequacies as an organizer since this dialogue couldn't reflect the issues of the other areas which we couldn't invite people from, including Difficult-to-Return Zone which still exists in Iitate Village.

東日本大震災及び東京電力福島第一原発事故から5 年を迎えるにあたって On the 5th Commemoration of the TEPCO Fukushima Daiichi Nuclear Power Plant Accident

 2011年秋から活動をはじめた私ども福島のエートスは、被災地域における暮らしを、まずは自分たち自身が立て直すことを最優先と考え、いわき市の末続地区の皆さま方と力を合わせて、生活に即した放射線防護の取り組みを進めて参りました。
 おかげさまで、2015年1月には、私たちの活動は、国による相談員制度の一貫として、末続行政区が主体となり、いわき市より「放射線に関する理解を深める地域モデル事業」として委託を受け、地域主体の事業として行うことができるようになりました。
 震災から4年を経て、住民の手による自発的な活動をここまで繋げることができたのは、多くの皆さま方のご支援あってのことです。重ねて感謝申しあげます。

 さて、私どもは、これまでの5年間、まずは目の前の生活再建に力を注ぐことが大切と考え、社会状況、政治状況に対しての発信は、控えてまいりました。しかし、私たちの活動が小さな成果をあげる一方、福島県内では、住民の自助努力では対処できない放射線防護上の問題が、依然として放置されたままなのが、5年目の現状です。
 現在の政府の放射線防護の指針は、発災間もない1年目に作られたまま、大枠はほとんど見直しをされておりません。当時と比べて、現在はデータも知見も飛躍的に蓄積されております。これらを元に、再度、放射線防護のあり方を、現状に即した形に見直した上で、指針を決めていただくことを強く要望いたします。
 特に、政府の統一的な見解としての長期的な線量予測と見通しが5年を迎える現在に至ってもなお作成されておらず、そのため、放射線防護の現実的、かつ、長期的な指針も作られないままの状態であることに、強い懸念を覚えております。
 昨日、安倍総理より、今夏までに政府が帰還困難区域についての方針を決定するとの発表がありました。しかし、放射線防護の指針や放射線量の長期的な予測もないままでは、将来像を描くにあたっての基礎となるべき放射線状況を共有することができないままとなり、現実に即さないものになるのではないかと、危惧しております。
 また、将来像を決定するにあたっては、放射線防護の指針に沿ったものであるのみならず、地域の人たちの思いが十分に反映されたものとなるよう、綿密な制度設計をしていただくこともあわせて要望いたします。

 2020年に予定されている東京五輪を、被災地域の人間が、心に一点の曇りもなく観戦することができるよう、日本政府が総力を挙げ、真摯に対応していただけることを心より願っております。

  As Ethos of Fukushima, we began our activities in the fall of 2011. Based on the belief that our first priority was to rebuild lives in the areas affected by the East Japan Earthquake and Tsunami through autonomous efforts, we have been working on various radiation protection activities in cooperation with the residents of Suetsugi district in Iwaki-shi, Fukushima prefecture.

  Iwaki-shi recognized our activities as "Local model project to enhance understanding on radiation" in January 2015, and, consigned its implementation to Suetsugi-district. Through this administrative measure, said activities officially became formal self-help activities of Suetsugi-district, which included funding support from Iwaki-shi.

  The beginnings of our activities were humble, as some residents started trying voluntary initiatives. Four years after the Accident, we would not have been able to extend and broaden the reach of our self-motivated voluntary activities to this extent without your wide support. To that, we offer our deepest appreciation/gratitude.

  For the past five years, we have been committed to focusing on rebuilding daily lives in Suetsugi and refrained from commenting on social and political issues. However, the reality in year five is that while our efforts have lead to small but positive outcomes, the issues on radiation protection activities too serious and beyond the capabilities of local volunteers remain unresolved within Fukushima prefecture.

  The current radiological protection related policies of the Government of Japan (hereinafter "GOJ"), were developed/created in 2012, within the first year of the Accident and on the most part, remain untouched/unreviewed. In contrast, significant accumulation of data and vast amount of learnings are available today. Thus, we strongly urge the GOJ to utilize up-to-date information to review and update its policies on radiation protection to accurately reflect the realities of the affected areas.

  Specifically, in the five years following the Accident, the GOJ has yet to establish its official view on the long-term radiation exposure projection. As a result, faced with the reality where long-term, comprehensive and implementable policies for radiation protection cannot be developed/are not being developed, we are hugely troubled.

  On March 10, 2016, Prime Minister Shinzo Abe announced that the decisions regarding the policies on "Difficult to return zones" are to be determined by this summer. However, in the absence of official policies on radiation protection, or long-term projection on radiation, it seems highly unlikely that a realistic consensus, so basic and essential for future planning, can be reached. This causes deep concerns.

  At the same time, beyond meeting the official radiation protection policy standards, it is our strong desire that any future plan will be based on detailed structural design that fully reflect and incorporate the opinions/hopes of the area residents.

  Finally, it is our sincere hope that the GOJ will act with integrity and commit to doing its utmost so that the residents of affected areas, free from worries over future uncertainties, can embrace the Tokyo Olympics in 2020 together with the rest of the nation.

ICRPダイアログセミナー・ウェブドキュメンタリー公開のお知らせ Launch of web-documentary on ICRP Dialogue Seminar

2011年秋から2015年末まで開かれたICRPダイアログセミナーのウェブドキュメンタリーが、公開されました。
A web-documentary on the ICRP Dialogue Seminar, which had been held from autumn 2011 to the end of 2015, was developed and launched.

ダイアログセミナーの参加者、そして、協力者の一員として、福島のエートスも、このウェブドキュメンタリーの制作に協力いたしました。
As one of the participants and cooperators with the Dialogue Seminar, Ethos in Fukushima have cooperated the development of this web-documentary.

Five years ago, the Fukushima Prefecture experienced an exceptionally severe earthquake, a devastating tsunami and the unprecedented meltdown of three reactors of the Fukushima Daiichi nuclear power plant. The following radioactive releases contaminated large areas and profoundly upset the life of the inhabitants.
5年前、福島県は並外れて深刻な地震と破壊的な大津波、そして、東京電力福島第一発電所の三機の原子炉の前例のない炉心溶融を経験しました。続いて起きた放射能の放出は、広い範囲を汚染し、人々の暮らしを深刻に混乱させました。

In the autumn 2011 the International Commission on Radiological Protection (ICRP) initiated together with a few local and international partners the 'Dialogue for the rehabilitation of living conditions after the Fukushima accident’ to meet the challenges that the population would have to face for years. Among other partners, the French Institute for Radiological Protection and Nuclear Safety (IRSN) attended and supported the twelve meetings organized until the end of 2015.
2011年の秋、国際放射線防護委員会(ICRP)は、人々が時間をかけて向き合わねばならない難問に対処するために、いくつかの国内外のパートナーと共に「福島事故後の生活環境改善のためのダイアログ」をはじめました。そのパートナー の中でも、フランス放射線防護核安全研究所(IRSN)は、2015年末までの間に開催された 12回の会合に参加し、支援してまいりました。

As you have contributed to the organization of the Dialogue and also participated actively to the meetings I have the pleasure to inform you that IRSN and the Norwegian Radiation Protection Authority (NRPA), in partnership with the “Ethos in Fukushima” NPO, decided to develop a web documentary to keep alive the memory of the Dialogue and also to share widely in Japan and abroad the experiences and main lessons learned together during the twelve meetings.
ダイアログの成り立ちにおいてご貢献いただき、また集まりに積極的にご参加頂いた皆さまに、この度、ダイアログの記録を残し、そして、12回の集まりの中で共に得た経験と教訓を日本国内外で広く共有するために、私どもIRSNとノルウェー放射線防護庁(NRPA)が、NPO「福島のエートス」との協力のもとに、ウェブドキュメンタリーを制作いたしましたことを、 皆さまにお知らせできることは、私の喜びとするところです。

この5年間のダイアログセミナーで取り上げられたテーマは、飯舘村をテーマに開かれた一回を除き、ほとんどが、人が居住している地域での取り組みの話になっております。
Almost all themes covered in the Dialogues held in these five years were the activities within the inhabited area, except for one Dialogue themed on Iitate village.

ダイアログセミナーが開かれていた時点での避難区域の人々の話は、少しは出ておりますが、大きく反映されたものとはなっておりません。
Some stories were told about the people from the evacuated area at the time of the Dialogues, but they were not largely focused.

これは、放射能の影響を受けた地域の住民の自助努力を後押しするというダイアログセミナーの性質上、やむを得ないものであったとも思いますが、福島県の状況を理解する上で、やや偏った構成となっている懸念がございます。
This might be inevitable by the concept itself of the Dialogue Seminar, that to support self-help activities of the residents living in the radiation affected area, however, there is concern that the structure would be biased to some extent to understand the whole situation in Fukushima prefecture.

日本政府は、現在も少しずつ避難解除を進めておりますが、2017年3月を目標に、帰還困難区域を除くすべての避難区域の避難解除をする方針を出しております。
The Japanese Government is currently lifting the evacuation orders step by step, and it comes up with a policy to lift all the evacuation orders by March 2017, except for the difficult-to-return zone.

これらの地域は、これまで人が居住していた区域よりも比較的に高い放射線の問題に加え、時間の経過による地域共同体やインフラ、家屋の損壊などの非常に難しい問題と向き合わねばなりません。
In these areas, people will be forced to face very difficult problems caused by the passage of time, e.g. the disrupted local communities, infrastructures and damaged houses, in addition to relatively high radiation dose compared to the areas where people have stayed.

このウェブドキュメンタリーをひとつの終着点としてではなく、福島のこれから続いていく長い取り組みの序章の5年間の記録としてご覧頂けまし たら、幸いです。
I hope this web-documentary would be seen not as a goal, but as a record of the five years of the prelude to the continuing and long-lasting efforts in Fukushma.

『Clinical Oncology』誌に原稿が掲載されました。 Manuscript published in Clinical Oncology.

 英文誌『Clinical Oncology』に、安東の原稿「Reclaiming Our Lives in the Wake of a Nuclear Plant Accident」(翻訳:荒井多鶴子さん)が掲載されました。
 Ando's essay "Reclaiming Our Lives in the Wake of a Nuclear Plant Accident", translated by Ms Tazuko Arai, has been published in Clinical Oncology.

Abstract
Ryoko Ando lives and works in Iwaki-shi, which is located in the coastal area of Fukushima Prefecture. On 11 March 2011, Iwaki was hit by the Great East Japan Earthquake and tsunami. Then the nuclear plant accident at Fukushima No. 1 nuclear power plant, also located in the coastal area of Fukushima Prefecture, added to the woes of Iwaki residents. Although Iwaki-shi is outside of the ‘restricted area’ set up by the government in the 20 km radius around the nuclear power plant, some municipalities in Iwaki-shi lie within the 30 km radius zone. The residents of Iwaki were naturally concerned about the effects of radioactive contamination. On top of these, they had to confront a wide range of issues, including confusion and miscommunication, reputation risk and infrastructural constraints due to the influx of residents from the ‘restricted area’.

 2015年12月12日13日に福島県伊達市で開かれた、福島ダイアログイニシアティブ国際ワークショップ“原子力事故後の生活状況の回復”の発表動画、スライドを 掲載しました。
The presentation video and slides are uploaded for the International Workshop on the Fukushima Dialogue Initiative -- "Rehabilitation of Living Conditions after the Nuclear Accident" -- held in Date, Fukushima Pref., on 12-13 December 2015.
福島のエートスの安東量子も参加し、
「福島のエートスとICRPダイアログセミナーの4年間、それから、未来?」
のタイトルで発表しました。
 Ryoko Ando from Ethos in Fukushima attended this workshop and made a presentation titled as "Four years of Ethos in Fukushima and the ICRP Dialogue Seminars, and the future?".

 この発表の中で、福島のエートスのこれまでの活動の概要、ダイアログセミナーの動画・スライドを、福島のエートスのサイトに掲載することになった経緯を説明しています。
 In this presentation, some explanations are shown; the summary of the Ethos in Fukushima activities so far, and the sequence how and why materials at the Dialogue Seminars have been posted on the Ethos in Fukushima website.

 At the end of this presentation, Ando's critical thoughts are explained on the issues surrounding the resignation of Dr Kosako from the post of the Special Adviser to the Cabinet on April 2011 and subsequent repercussions, responding to the discussion held at the venue.
